Biography
Frank practices general commercial litigation with a focus on business torts, defamation, contract and real estate disputes, security clearance challenges, zoning cases, and labor & employment matters. Frank represents businesses of all sizes, as well as individuals, whenever disagreements arise in commercial transactions, and has successfully tried and won cases in both state and federal trial courts. He particularly enjoys helping his clients succeed by keeping them focused on their own goals, so they can get on with their business and focus on the work they love.

Biography
Frank practices general commercial litigation with a focus on business torts, defamation, contract and real estate disputes, security clearance challenges, zoning cases, and labor & employment matters. Frank represents businesses of all sizes, as well as individuals, whenever disagreements arise in commercial transactions, and has successfully tried and won cases in both state and federal trial courts. He particularly enjoys helping his clients succeed by keeping them focused on their own goals, so they can get on with their business and focus on the work they love.
Frank has argued cases in both the Virginia Supreme Court and the United States Court of Appeals for the Fourth Circuit. He also is a member of the Newport News Bar Association, the Hampton Bar Association, and the Greater Peninsula Women’s Bar Association, and is a Master member of the I’Anson-Hoffman American Inn of Court. Frank also serves as an arbitrator with the Better Business Bureau’s commercial and AutoLine dispute resolution programs.
In addition to practicing law, Frank is an adjunct member of the faculty of both the Luter School of Business at Christopher Newport University, where he teaches business law, and Thomas Nelson Community College, where he presents workforce development programs on entrepreneurship.
Frank also is an avid writer and frequent presenter on topics ranging from employment matters to the misuse of social media. He has authored a number of articles on those topics for publication in the Oyster Pointer, a monthly publication targeted to the large Oyster Point business community in Newport News, Virginia. Frank also maintains a Twitter blog (@socialmediaatwk) that keeps his followers up to date on legal issues arising from the use of social media in the work place, and makes frequent presentations on the topic to local and national groups of legal, HR, and risk management professionals.
Born and raised in Hampton, Frank earned a Bachelor of Arts degree from the University of Virginia, majoring in History with a focus on Russian and Soviet history. After working five years in Hampton, Frank moved to Moscow, Idaho, where he earned his law degree at the University of Idaho College of Law, graduating magna cum laude. In law school, Frank served as the Editor-in-Chief of the Idaho Law Review, clerked one summer for the firm of Winston & Cashatt in Spokane, Washington, and spent another summer as a law clerk in the Summer Honors Program in the Antitrust Division of the United States Department of Justice in Washington, DC. After graduation, Frank had the privilege to serve as a law clerk for the Honorable Stephen S. Trott on the United States Court of Appeals for the Ninth Circuit. Since returning to Hampton in 1993, Frank practiced with the firms of Willcox & Savage, PC, and Kaufman & Canoles, PC, before joining Chip Goldstein’s firm in July 2014.
Frank has been and remains very active in the local community. He currently serves as the President of the Board of the Hampton History Museum Association and formerly served on the Boards of the Virginia Air & Space Center and the Peninsula Metropolitan YMCA. Frank continues to serve the YMCA through membership on its Endowment Committee and its Finance & Accounting Committee.
For the past 7 years, Frank has volunteered his time to broadcast over the internet more than 25 home games each summer of Hampton’s Peninsula Pilots, the 2013 and 2014 Petitt Cup Champions of the Coastal Plain League, a wooden-bat collegiate summer baseball league with 16 teams located in Virginia, North Carolina, and South Carolina. Frank also serves a sports broadcaster for WHCS Channel 48’s broadcasts of local high school sports and the public address announcer for local youth basketball and baseball tournaments.
Frank is married to Ann Darden Edgar and the father of three children. The Edgar family is very active in St. John’s Episcopal Church, where both Frank and Ann have taught Christian education classes and served as adult leaders in the Church’s Journey to Adulthood program for teens.
